Internet connection has collapsed from 20+ mbps to less than 1 mbps, but only on my computer (Windows and OSX). I'm lost.
This picture is taking forever to upload as well.

hardwired, wireless? Check and see your network activity through task manager, see if another program is utilizing your bandwidth. You can always try a different wifi card, as well.

From experience, it's either the modem (cable I assume from speeds) or router, service, computer, in that order. Power the modem, make sure the Cable light is solid, then power cycle the router (usually do this together). If still crappy, connect the modem ethernet cable to the computer direct. If still crappy after that, it's the service (or very rarely, the computer.)

Hardwired connection test is always a good way to rule out (or diagnose) your network card.
